I was watchin my bro play, and he was telling everyone in a certain town a story, completely not true, but they shouldn't have known that...and right off everyone didn't believe him...they knew from their other chars that the city he made up wasn't real, so they totally bashed him about it, and I thought it was a really messed up thing...these people hadn't travelled everywere...don't they know the C-rule?

Which place was this? And I don't see anything wrong with spreading lies or myths or legends. Best thing you can do is have your brother report it to the Player's Department. They will probably say something on the character page or contact those players harassing your brother. And there are some people in the game that will bash you OOC. One of my characters traveled to a place before and started talking about where he came from but the players in the town started bashing me OOC because they thought I could never have traveled from there. That was before it was well known that the Ladvicitavoi area was actually connected with Quillanoi area. They started beating the character until he left town. I do not like that some players will deal with things they think are breaking the capital rule by killing people or arguing endlessly about it in game and never report it. I think these people are the ones breaking the rule.

I didn't say there was anything wrong with spreading lies, myths, legends...I said it was wrong of them not to take his word for it, just because they knew ooc that he was lying...

Well...you can't force them to trust you.
After all, if someone comes around and says they are the king of Boogieland you don't have to believe it just because you aren't 100 % shure that the place doesnät exist
But I'm getting your point...and I have met the same response with one of my characters.

They don't have to believe IC, I agree, but they take the issue OOC when it shouldn't be.
