I hate to bring everybody back to the original topic but I feel I must. I think the council idea is so used because implementing something like communism is so hard I mean unless you have a proper understanding of what it is you want to do your attempts are just gonna be pathetic.
Which is why people turn to the council form, its simple to organise and you can change it all over the place. Plus of course there is a safety because we are used to councils,discussions and various other group decion making processes.
There is an alternative to the fixed and traditional council idea, which is to simply have everybody working together, nobody is declared in charge but neither is anybody left without direction basicly because everybody talks it out in the open what it is they should all be doing. This way you get far greater sense of involvement from people which always improves satisfaction levels unless of course your determined to lead by example or perhaps proclimation then these free-style councils are doomed as people maybe unwilling to fight for what the people in an area agreed to do.
Such is the risk of the idea but it has happened and will probably happen more often.

And all that is true.
I see councils as the first click that forms in an area and not a true goverment style. A few people get together declare themselves to be a council then that's it that click rules location over. "If you don't like it leave". I see it more of a dictatorship partnership. Doesn't make the chracters evil or anything.

I think right now what Camino was talking about exsists in Klojt (a small town that most of you probably never heard of.) That place is one of my more favorite places around Cantr. There is no government right now what-so-ever yet it manages to not only survive, but prosper. It's just a bunch of people talking about what needs to get done then voulinteering to get it done.

AH! You did it again. I am glad that _some_ people decided to carry the theme of the discussion a little further.

Klojt is a great place the best in the whole wide world of....well erm....you know.....stuff.
So as not to of stopped the theme of talk as well I'll just continue it now.
In all the empires under various names and actions blah blah they all have a capital and the areas surrounding them are usually claimed as part of the empire. Now because communitcation between areas is very slow really, the people placed in charge of these outlying areas in fact end up ruling their own little empire because control from the capital and the leader is so limited, which means for a leader of the empire to impose control they can either personnally visit each area which makes their presence felt and dissuading anybody from getting above their station or the ruler can send out an envoy with the same status as the ruler but none of the powers as a leader.
Which brings me to my point, being the ruler of an empire is impossible its even more difficult then it was in real-life in the days of empires/kings/blah blah blah there's no sense of power I find and its very difficult to create something like that, not a single leader acts like one or has the influence of one.
That was my ramble it didn't really have a point I know but what you gonna do?

That is why an Emperor has to put loyal people at such stations and put loyal people to watch those loyal people and loyal people to watch those loyal people etc... that way they will pounce on each other and never really gain the power to oppose Emperor. Plus if his loyal subjects are paranoid that the Emperor is watching then they are less likely to scheme.

That remark about empires - that it is so hard because of bad communication. I would have thought the same was true in for example the Roman Empire ... it really took a while to travel from one part of the empire to the other, and similar problems must have played a role. The whole idea of how to control an area larger than one location is actually one of the more interesting aspects of the game, I think. But I am a bit surprised at how many governments are perfectly happy with just one location

...

I agree, controlling more than one area is a feat of organisation, especillay as you hav to contend with people not always being active, something the Romans didn't

it's a pity my patriotic char left and started to become a bandit, otherwise he'd be bravely defending Pok ^__^ But as it is, he's just going to terrorize the deserts and mountains and forests and stuff ^_^

Is there anywhere which has no government at all yet several people just hanging around doing there own thing and helping out their neighbour?
You know kinda like the pioneers of the New World just trying to survive anyway they can in their own little corner of the world.
Another thing I noticed that nobody seems to have established like a primitive tribe that just uses stone implements and like a hunting bow following the herds of animals across the land, building a cooking stone when needed then moving on to the next place, just an idea more then anything else really.

weren`t these pioneers,communes of religious sects? Instead of pseudo anarchist as you describe?
and was it there own little corner? Didn`t they kill alot of people to take it?
It`s very blind and naieve of you to think the new worlds history was so benign and enlightened.In reality it (take over of N and S america) was bloody,planned an executed with extreme prejudice.
