Well, in effect that is what Russell's law do, no? Except that it is 1.5 days, and that it goes via the bank, making it possible to get away through other routes (e.g. make money).

And indeed, it is to stimulate, not to cripple the market. And to get money, because the government is broke :) ...

I'm not there. Sounds like this Russel chracter has a good idea.

double edged sword, it may discourage people from getting buildings, citizenship, and companies there.

True but it would make a valid IC reason for idle sweeps.

"Debtors prison"

very true, and Quillanoi can't opt out of it, as it is a law. So much for free market, you have to be a citizen to stay in Quill and you pay for something that for years has been free.

Obviously your idea of a free market differs from that of the QCFS, Solfius. The QCFS believes it will help the free market by supporting the Qui and making it more stable. The free market is still there, it's that the government is trying to encourage the Qui and with the Cult deciding on creating there own currency, the QCFS felt that is was time to encourage the Qui more strongly.

I know the Cult feels that they are being screwed over by these policies but think about the effect a stable and widely used Qui will have going on behind the scenes.

Plus, soon the Qui might be more widely used in other places other than Quillanoi. It seems the leader of Brunoi has accepted the Qui and is trying to sell his stuff to get some. There are also other things going on that I'm not going to mention at this time that will affect the Qui and might make Quillanoi the finacial capitol but that is as long as everything goes as President Russell plans.

It probaly won't go to plan. It will be interesting to see how people try to get the Quii to pay taxes, interesting to see how the population is affected, if anyone decides to leave, especially new spawns.

From the Cult's view it is prefferable to have the government do the money stuff, but the current system does screw the Cult, majorly, but I'll bring that up IC

I'm not to sure about that. If you knew what President Russell is planning you might be surprised. That is why I'm keeping it a secret for now. I think my character is the only one who knows at the moment but I think there is possibly one more if he left Quillanoi for the reasons I believe he left.

based on Russell's ideas thus far I'm getting concerned for my success

hehehe, I'm undecided yet whether the Cult will like Mr. Russell's plan though it will affect the Cult but indirectly. It could give the Cult the reason to use the Quii instead of trying to bypass it.

The Cult would gladly use the Quii if it fulfilled their requirements, so perhaps this meeting Grax wants could sort that

umm...my character was just murdered there, and I'm just curious as to why the town guard stopped a lady for talking, and nobody stopped him from killing me....

Oh, they stopped the guy but were a little to late. No one knows who that man was. He just came out of no where with a bow and started hitting people for no reason. Killed a few people somehow. He is now arrested and awaiting trial but he keeps talking about Krif and stuff which I think is some sort of Capital Rule breach.

Again I realize how much i hate quillanoi. You know that murderer who was thrown in prison? Guess what? The guards didn't make him give up his weapons first, so he killed my char in prison. Hats off to you oh great guards of Quillanoi. Ahh, forgive my sarcasm, but that was one of my favorite chars.

How are you going to have him give up his weapon? It was either kill the innocent citizens outside or the anyone else locked away in the prison. Hmmm.....I wonder what choice most people would make?
