One of my characters was in a costal harbor defending against a pirate attack when the pirate suddenly appeared with no indication of his boat docking or undocking for that mater.

Is this normal? If it is it puts the defenders at a big disadvantage. You should be able to see the boat arrive especially since the defenders were there for just that reason!

When in a town you can see the boat dock and undock. This is the first time one of my characters was present for a docking and undocking in a costal harbor.

You can see whenever a boat docks or undocks if you are in the same location. If you are in your own boat or in a car, you won't see a boat dock or a car arrive or a person performing many actions.

The character was in the costal harbor not in any other boat. The character did not see the pirate dock or undock eventhough she was there when it happened.
