From what I have heard, they are being cheerfully distributed exclusively on new, totally unpopulated islands.

Yes, this is correct. I'm badgering Jos to place them on populated islands, yet he's very stubborn with his cause.
Anyone got a feather? He may be very ticklish on his feet, and so I could torture him...

I agree that some of the plants should remain exotic. Inter-island trade will benefit, but let us have a few on each island 
. Maybe they can be grouped so each island has a certain combination not found on the other islands.
