I always do wonder why there are only about 20 active characters in Quillanoi but there are always like fifty something there. What do the other 30 do? Farm potatoes or probably plot to overthrow the government.

I havnt read all this forum so this may have already been said but how what if it was less of an "award" and just a public recognition. So one of the staff would post We recognise these people as: bla bla bla, hopefully eradicating the risk of in game ooc competativeness

They're not "cleaned up" like in other places.
Most are just unnoticed unless you count pointing at them and asking there names noticed.
Try talking to one or two of them remembering that if they don't log in for five days they will "forget" that you said anything.
