Make a Pic from the Video?

I would like to be able to make a picture from part of this video (some point in the video that shows the eagles head-down). Then, I'd like to somehow make that pic look like a sketch, to then use it in-game.
I lack the knowledge and skills to do any of that.
Can someone help me?
Sorry the video isn't good. I can't find good quality ones that show the whirling ritual of certain birds.

Well, here's what I would do:
1. take a screenshot at the point in the video you want to edit.
2. put the image and photoshop and go to the filter gallery
3. apply one of the sketch filters and mess with it until it looks like the way you want it!

To be honest, though, I'd try to find a decent picture instead of that video. It's not the best quality!

If you don't have Photoshop, don't want to spend hundreds of dollars on a license or (because your federal government is seriously cracking down on torrents) don't want to pirate it, there's a free alternative called GIMP. It doesn't quite have all the cool features of photoshop (at least not in simple packages) but you can still do a lot with it. I think it has charcoal filters or the equivalent.

Otherwise what Undine said is spot on. Take a screenshot with "print screen" and open GIMP, new project, paste the printed screen into the window. Right click on the floating selection in the layers tab and turn it into a new layer. Then test out filters on it until you get what you want.

Here is a really cheap-ass online alternative for filters, without watermarks.

Just look through the filter menu to see what you want and it'll save you the hassle of downloading and installing stuff.

I just had a go with GIMP using a tutorial and the results are... weird >_<

You could probably improve on that a fair bit if you know your way around GIMP but I think the starting image quality comes into it some - I suspect all those squares are it catching the pixelation.

I am not sure if its an excited rabbit,
or a crude sketch of New Zealand and Tasmania from the space station.

I'm sorry but this video is in 360p. There's not enough material to make a nice sketch effect, at least for me.
