I've had 2 other characters get married but neither ever had sex.
I think that's kinda worth achievement too
On serious matter I think sex is common only in small circles, we got large world and people spread out so chances to find someone are slim.Out of my 15 only 4 have had sex, yet almost all mine are in relationship in one way or another. I think you can have great relationships without sex, it's just nice addition but not necessary
