So, a much weaker then average, awkward rider, can be pulled off his horse by someone with 240 drag strength. A fully untired person, *should* not be moved. It also works the other way. The rider can push people off their mount much easier. Not sure if easier to drag on.

You can see that skill weighs slightly more than strength. So for example someone who is expert but weaker than average corresponds to someone who's efficient and much stronger than average, and someone who's expert but weaker than average corresponds to someone who's efficient and much stronger than average.
The minimum needed to drag a person is 60, even if they were weak, tired and/or wounded, so there's some built in protection. Beyond that, a person's resistance is always double their offensive dragging value, so that's why you always get 50 percent when dragging yourself.

The exception is going to be that if someone is on a steed that's loyal to you, only 25% of the usual dragging value will be needed to drag them off, assuming one of the draggers is the steed's owner.
