For me it depends on the situation. I've actually let people live in NDS using the new healing project. Then I've killed characters without letting them speak. But keep in mind sometimes people want to silence you for in game reasons and it's not always about not wanting to role play. People always seem to jump to that conclusion quickly, but silencing a character is sometimes the reason they are killed. In those cases last words would defeat the purpose. That's why I'm glad it's optional.
Looking back, I don't recall any occasions where characters of mine were allowed last words before being murdered. That's usually reserved for judicial killing and such I think, not typical of murderers or combat related killings.

I've only killed one character after NDS was implemented as far as I can remember, and they chose to die without saying a word more.

I'm pretty sure that will be the case with most characters anyway. Most slain Cantrians are suicidal newspawns (probably at least half of them or more) or they are characters that suddenly become indifferent to dying. I would say less than 25% actually behave normal in those situations and surrender and cooperate when they are beaten or captured.

Now with the NDS is possible to remove more easily someone who is sleeping in a building. He enters NDS and this reduces his weight enough for one person to remove him. Just think he is sick and bloodletting is the healing method.

Just to confirm, if someone is in NDS in a locked vehicle, can they be finished off from the outside by someone who doesn't have a key? Or does the person finishing a person off need to be in the same location?

Can be finished off "remotely".

So to protect someone, they need to literally be out of sight then...what about through windows?

You can never attack through windows. People in cars can always be attacked.

I think the rule is: if you can attack someone, you can finish him off. If not, then not.

From post #1 in this topic:
Finish off - [dagger icon] it's immediate action which results in permanent death of character in NDS. It's not limited by "1 attack per day" rule, so you can give somebody a fatal wound and then finish off. It doesn't cause any tiredness. Finish off range is the same as for attack (you can finish off char in a vehicle, but not in a building with window from outside). You have to have a weapon (any item which can be used for attack) in inventory to commit that action.

I was just reading some old turn reports, and can verify that the following is not correct:
"But that's not the end of the story. After leaving NDS the character cannot eat for another 5 days (except auto-eating nutritious food once per day). The only way to restore health is natural healing, so resting on furniture can be a good idea."
My character was able to eat healing food straight after leaving the NDS.
4007-3: You feel good enough to stand on your legs. You have escaped from death. Well done!
4007-4: You consumed all your ice cream.
4008-0: You consumed all your mead.
4008-2: You consumed 800 grams of your bananas.
4008-2: You consumed 50 grams of your fruit salad.
4008-2: You consumed 50 grams of your potato omelette.
There was more, but you get the picture.

I think there are like two NDS. The one you need someone healing you or you'll die after x days (I'm not sure so I won't say a number) and once healed, another 5 days in NDS when you can't eat anything or move. But I couldn't rest on fourniture neither, if I don't remember it wrong...

After being well enough to stand on your legs, you can start eating, I think. It's just the period after being healed but being too weak to move on your own.

That is still not five days. My character was put into NDS on day 4004.
4004-3: X Y expertly gives you a fatal wound using a mace.
4004-3: You see X Y start healing you.
4005-4: You are successfully cured, but you are yet too weak and cannot do anything. You must rest for some time.
4007-3: You feel good enough to stand on your legs. You have escaped from death. Well done!
4007-4: My char starts eating healing food.
Edit: I should have quoted all the relevant parts but it's difficult while on mobile.
"After finishing healing project (this project is always successful) NDS char's wounds are well-treated, but he still doesn't leave NDS until 3 days since fatal blow pass. So still can be finished off. (another reason why "healing shield" isn't good protection)."
Being cured isn't when your char leaves the NDS. According to the above, your char can only leave NDS after three full days pass since the fatal blow, and only if the wounds have been treated (and the char hasn't been finished off).
That brings me to my previous post... that there is no further 5 day period during which your char cannot have any healing food after leaving NDS.
