I never whisper OOC for this reason. My characters very rarely whisper in character so it'd look especially weird.
Usually I find that if the problem isn't headed in the direction of a bug report or PD interference anyway (in which case I may as well skip the OOC) it's not worth OOC in the first place. Exception has very occasionally (like twice ever) been to ask for accidental things with no actual consequences (so not hunting or moving things, but maybe pointing or speaking) to be ignored before anyone has responded.

According to recent radio messages that I am hearing... your chars should be murdered whether they have OOC'd or not.
So the issue is now moot.
"FEED THE LIVING!"
and stop feeding the dead.
======================
This may be an excellent example of how some situations are resolved IG.
I am not endorsing it... but its interesting how random murder of these sleeping chars is now advocated.

Having had two characters go quite a long way in the general direction of mad waiting for sleeping friends to wake up, I've taken a pretty strong stance that the sleeping aren't to be waited for or on this time round, for the sake of my mental ease as much as anything. If they wake that's fantastic, and if they die that's sad, but my characters aren't going to be the ones tying their shells to life or hanging around expecting them to come back.
Outright killing sleepers seems as much a waste as feeding them though.

Not feeding isn't the same as random murder, by a long shot. More like taking a comatose person off of life support after a certain amount of time and letting nature take its course.
Sleepers my chars feel obligated to feed for years do bug me, because obviously that player is still checking their account, they just don't care about that particular character, or the keys they're withholding, or how they affect the other chars around them that they're supposedly close to. If they'd set it on vacation mode they would have picked up a bunch of food first, or again, said IC they'd be in a deep sleep for a long time and please look after them.
I do wonder whether dragging some of these characters that are being ignored by their players into a back room and hitting them a time or two would somehow magically get a response, though...

For a lot of people, unexplained sleepiness IC is the first sign of a bored player, or one about to quit, and they go into panic mode. Even explaining it IC doesn't always help, and sometimes there is no good IC reason. So I'll continue to use short OOC messages IG as needed, and if someone wants to report them, so be it. The worst that will happen is that Cantr will drive me off again, and the game loses another 15 characters for no reason.

And that's probably not something we want.. Cause game has again lost many chars and players on short time.. Even so much that some +10 people towns are now towns of funny place of 3. But on longer scale this seems to be again just wave of sleepers dying (based on time I have played, seen 1-2 waves like this so far)

If someone wants to ban someone else for saying something like (OOC: I'm sick and in the hospital, so my play times will be crazy for a bit.) ...then go right ahead. I don't think the OOC message is as unreasonable as you're making it out to be, but I'm not on staff. Staff can shape the game however they want while tenured.
Edit to add in 'as' - bloody phone.

Or ignore it

You're not going to get banned for something that minor. You'll just be reminded of the rules.

This.
We are also aware that there are a few players IG who sometimes spend time serving their countries and just can't be here.
I generally only choose the reminder thing if another player approaches us with an issue about it.

I counted that I should be finished with my current main character's plans by the end of January, 2017. If I'm still here after that, you can kick me. I doubt I'm going to magically start enjoying the game in the meanwhile, so I'm planning to wrap up all the story lines by day 5330. Some of them will end earlier, but I can't predict which ones. I'm bad at keeping my characters a secret but I'm not going to make it obvious who I play, so that people wouldn't treat them differently.

I'd say goodbye but thats a long way off. I might be gone again before you are, but my absence wouldn't leave the same kind of hole. The fact that you're willing to play out the rest of your characters lives really impresses me. In a world of sudden death or zombies sleeping away it would be easy to join the crowd and just hit the x.
If you are around in February it better be because you enjoy the game again, otherwise I'll put on my steel toed boots and get on a plane to track you down. If you are making Cantr a more enjoyable place through your own misery and sense of obligation, thats not a joy I want to take part in.

Mafia Salad is on to something with the "misery and sense of obligation". Seriously - if you're not enjoying the game and it's making you miserable, you should unsubscribe. And I say that out of love, not aggression. At minimum, take a month off. Don't worry about whether it's possible; just load up on food and tell those around you that you'll be "sleeping" for a year or two. Ban yourself from Cantr for a month.
If you find yourself longing to come back after a couple of weeks, perhaps you'll rediscover the fun. If not, it's an indication you should just unsubscribe.
For what it's worth, I hate hate hate seeing this thread pop up. It's never a positive thing. Brings me dread every time.
