It is in the Storage Shack, in Olip. forest (west). There should be a dodgy bellows project there, is what Brandon posted at first.

Yeah lol, but still you could have made a huge army instead of going nutty and killing people O_o over 1100 steel each for four people. Talk about a jackpot for the clans.
