As the body doesn't fit on the tandembike but two others do... Is it that when there is someone already on the tandembike that a body can't be dragged on it because the system is programmed that a body can't be dragged if an alive person doesn't fit on it after the body is dragged? So that person on it need to stepp off in order of the body to be dragged on it?

It doesn't work that way since if the person steps off, there will be at least 60k room left and the script won't see it as blocked. But there is an in-game method to get the body out, one person who fits inside starts dragging the corpse, others can participate, then when it shows over 100%, the person inside cancels their participation and joins one of the people helping, then the project will be completed.

My char wants to get the body on it not off it, well not yet that is. He needs to move the body to another town.

Oh. I'm not sure if it would require for the living person to be off before it can be dragged in but you can try it in-game.
