Find a post by the person, and hit the PM button at the bottom of the post.

Unless you mean in-game? If that's the case, click on the character's name that you want to talk to and there should be a button with a speech bubble on that page that lets you talk just to them. Everyone else will see you whispering, but they won't know what you said.
