RD Application
I sent in an application to the Resource Department and haven't gotten a reply. Does that mean wasn't accepted or it hasn't be read/judged yet?

Well, while you are correct that consensus is rare, that's why there's a Chair, to make decisions when there is disagreement. The RD's biggest handicap is a lack of programming support. There's not much new stuff the RD can do without code changes.
Although I should add that I had excellent programming support for my animal adjustments, and I can't thank them enough for that.
