Docking While at Location

Is it possible to dock to another ship that is allready docked to a location, or is all docking done in open water?

It is not possible. Although, I believe it is possible to dock to a ship that is in the middle of the docking process.
There was a very short time when it was possible (I don't recall if it was by design or accident), but that is no longer the case.

I don't think it is possible to dock to a docking ship, as it didn't work for me twice in the last couple of days.

It's just so that you need to be on top of it or just a few pixels away because otherwise it will cancel docking automatically since the target is considered to be moving. Docking boats don't seem to be moving and I assume their positioning remains the same, but they're still considered to be moving in terms of docking. Another possibility is that the boat is not really where the black dot shows it to be, but that would be odd.
