I had a char that stole resources, iron shield and tools in six or seven places and never got caught. Had one guard tailing him once and convinced him he'd be back later to return the stuff. He forgot to steal food and starved to death.

My favorite char is a town watch who has killed 40+ people in the name of lawkeeping. Amongst the dead there have been suspected pirates, pigeonkillers, aggressive or thefty newspawns, people speaking a different language and two that asked unwelcome questions.
The reward for his maintaining of the town order is by himself deemed to be all goods owned by the people executed. Amongst other things he confiscated two boats, a whole load of keys, lots of tools and his precious battle-axe.
(Perhaps it is not crime in total but he has definitely killed people for no reason, and others for reasons very questionable)
