I like the way bone tools are cheap to make but extremely annoying to repair. It makes actually making a steel knife worth the effort. Before, it was a joke... why use that precious steel to make a knife when you could make a sword, and the bone knife would be just as good?
But now, a steel knife has an advantage: it is much easier to maintain.
Same with all bone vs. steel items. (needles, spears, bagh-naks, ect...)

This may not be true in towns with sparse animal populations, which has also hopefully been adressed, but then again, with few animals you are having more problems than being able to make knives, more than likely.
At least one of my characters is in an area where all the small-boned animals have been hunted to extinction.Meat and food isn't lacking, but small bones are.

Yes, that is indeed the exception to the rule as pointed out by Jos. I still take those environments to be what they are then...underdeveloped and harsh for survival.
And AoM is exactly right. If the bone was just as easy to maintain, nobody in their right mind would waste metal on tools. All of this is attempted to be factored into decisions when working out game balance. Hopefully we will be able to get closer to the right answer, but please be patient. There are A LOT of numbers to be looked at and compared in making decisions.
