Once they get seagoing radio equipment working, however they do it, in theory you'll be able to relay between continents by way of a chain of stationary ships.
There really ought to be a reciever small enough to mount on very small ships, though. I don't know how big one will have to be to get a cabin, but even a dinghy or darter ought to be able to mount a reciever at least.
