It's the earliest reference to this quote I have found. It's been tagged (as in Graffitti) on a wall close to where I used to live since the late 80's or so. Made popular again by song lyrics from Crazy Town (I think).

How?

I was drunk when I wrote that, I was gonna try to explain, but I am sober so, oh well. I am not a wordsmith and my mind is not sure how to explain it. It doesn't make sense but it does. Something like: Doing the drug to get that first rush never happens after that first time, so it's pointless and destructive to keep doing it. But you keep doing it in hope you will feel that first rush.
