I asked for fireworks so I'll work on them. Kites are very simple to do and won't take much time to implement.

For the raffle, I propose this:
There will be a pool of 100 points. 10 winners will be drawn, but contacted one at a time. Their request will be rated on a scale of 1-100 in magnitude of impact, which would take into account both staff resources and impact on the game. The GAB would assign this value. Winners would keep being contacted until the point pool is exhausted. This allows for more than one winner if the first person's request is minor.
Also, since I'm going to be the one doing the drawing, obviously without supervision, since none of you live anywhere near me, do you wish me to be automatically disqualified from the drawing? I'm not going to volunteer to disqualify myself, because if I win, I already know what I want.

Two people can have the list of participants, and a third could announce ten random nubers in order. That way there is no risk of anyone being suspect.

I can administrate that. I'm not sure what you mean by your drawing proposal. My plan was to group the entries into bundles and then role a die, first for the bundle, then for the specific position in the bundle. I can still hand out copies of the entries. Make it public. I could do the die rolls over Skype, I suppose.
Alternatively, I could give the raw list to someone(s) for them to organize, and then do the die rolls blind. Or the other way around. I just have all kinds of dice, from D4 to D100, so I'm versatile.

I meant that if two people have a numbered list, and a third make the random die rolls (and announce them), without knowing about the order on the list, we ensure randomness.

We can create special die for Test Environment and create a note in TE and roll the die

If you want to, go ahead, but if you're going to program, it would save more time to write a script to parse all the "Yes" votes into the list automatically. Getting that data manually will take me a long time.

I can manually extract the player id's from the survey and assign them randomly to a list of numbers. Then I'll send the list to someone else before the die rolling.

There are plenty of number randomizers on the net too, you can set it up so that it sends the results to two (maybe more) different emails. That would be the accountability thing so you can stay in the contest Doug. We used to use them to play Axis and Allies online (before the software came out) and several other play-by-mail games. You can enter the parameters and it will spit out ten numbers. The only problem I see with that is you would have to assign another number to the players entered some its ordinal. Or you can have it keep picking until 10 valid player #'s are selected.
