You could just do the details in whispers then I guess.

edit: I hate these emoticon people. I mean, WTF is <,< supposed to look like? Am I supposed to go *gasps upon seeing the man's eyes turn into triangles while sticking his tongue out as he speaks*?

I'm okay with that if they put it in **.

I tried to tell someone IG that people usually didn't use the emote faces etc, etc, (weren't in **) and basically got told to F off.

REPORT THEM... oh wait... aren't you.. NEVER MIND!

As for whispers I've IC reasons for EACH of my characters to have excuses to "interrupt" whispers etc.

Depends on the character but one of my favorites solves it with music!

Okay, I want to say first off that I have NO problem with other languages/language groups.

However, when someone spawns purposely in an ENGLISH region and then starts speaking another language as a newspawn RIGHT AWAY...I just think its bad Rp.

It's not just BRP but a CRB, too. Still, if the newspawn only speaks one language it might have been an accident or even legitimate spawning if there are incognito foreigners at that location.

I have a character who never speaks Dutch, unless speaking with other Dutch people. I can imagine other people doing the same.

Then I suppose I want to know one thing:

If you choose Dutch (for example) as your language on the character creation page, can you spawn in an English region or will you automatically be spawned on that language island?

You can spawn in an English region. Spawning works for any language group in any location. There just have to be two people of that language group there.

Ah no wonder. I feel bad for those who spawn on an English island though and they wished for a Dutch/Spanish/Any other language area, because in order to be acknowledged most of the time, they have to 'learn' English.

Yeah, one of my characters dragged one other person with him on his travels. And eventually about six or so spawned because of them, but only a few could actually come along. Luckily they mostly realized they couldn't just start talking English.

I've found myself increasingly annoyed with those who 'learn' English in a day or two after arriving, and those who learn another language equally as fast.
