Ah, that James. You have to be more specific since both of them spied for Donna and both knew they were doing it for Donna. Though James W. had more inner connections than James D. Because of James D. ability to blend in with the population and seem non-threatening it was far easier for him to physically access areas unaccessable to James W.

Are you sure you are not mixing James W. with James D? James W. was the former spy to the First Krif Empire and that was well known. James D. moonlighted as a trader in the region which allowed him access and trust from certain individuals that Donna wanted wacthed.
James W. inner connections in certain secret societies allowed him privy to information as well movement and knowledge of certain shadowy individuals who James W. currently believes orchestrated the mistrust between Krif and the Forest starting with Silverfoot's framing (it could have even started long before then) and ending on the death of Maynard Leeward.
Now look at the mistrust and hostility occurring across the region. Perfect chaos for the perfect opportunity to others more unknown people to come to power.
Keep your eyes on that region. I have no clue what is going to happen but I have just an inkling of what might happen in the future and it won't be pretty.

but that is why I love the region. Its the not knowing what is going to happen part that makes it so fun to play in as a player. One minute you can be on top of the world, then within minutes.. you are dead. Very interesting to see what the next moves are...

It also may have to do with the two dimensional nature of the land. All the way from Krif Hills (north) where the MacGregors live to Seatown Forest, there is one route, without bypass, that crosses all towns majorly involved. Krif and Drojf are caught in between two powerful locations, each with half the resources to make steel. Having two populations centers (though no longer) is a very important aspect. It encourages rivalry for power. That a group has taken over both the locations with the steel resources, this makes it even more interesting, causing any town desiring steel to be on good terms with those with the resources. Only recently have any of the out of the way locations gotten even remotely involved. The west Djorf hills played a part for a little, Pak has done some damage, and a few things have come from beyond the forest and some from beyond the MacGregors.

If you know the area well. The nyou know the MacGregors have it good they have two directions to get iron so they can bargain better between the two. Only thing is if they just thought about it they could actually double their resource level if they would stop killing off intrelopers...
