Quillanoi is inland as far as I know. Since the island has been totally explored and the distances are long, many people tend to head to the coasts and build ships to be able to travel faster. All land vehicles save for slow wooden carts require lots of iron and steel and rubber, while anyone could build a longboat or a dinghy with not too much effort and with a little cooperation or trading they could also acquire iron for a sloop.
I think Quillanoi used to be a spawn location so it most likely gathered a large core population back then and when people-centric spawning was implemented, it was still attracting more spawns as the "breeding population" was so large.
Quillanoi in the past was managed by Jos's character or didn't he have several characters there at a time? So it was his personal project, which crashed when he lost interest and his character died. The town concentrated on politics and economy and many people find those boring. Nick's character was also pretty big there but then he got banned and that was the loss of yet another good character. A lot of old characters were falling asleep and eventually they might accept for president any person who could bother to stay awake for a bit.
Once when my character was walking through there, a woman died and dropped a big load of keys. Since something like this had happened in another town in the far past and he hadn't received even a word of thanks for picking up the key and handing it to town officials for safe keeping, this time he decided to "reward" himself and went checking if any of the keys was for a vehicle. Well maybe something was for a bike, but he wanted a car. So he went hiding in one of the buildings (he had keys for ten) and started demanding a get-away car in exchange for the keys. But people wouldn't give it to him so he started attacking them, although he couldn't do any real damage since he was a novice fighter and they managed to wound him. There wasn't a single bit of healing food to be found, in fact this might be one of the reasons for weakening of the town. Healing food would have to be imported, and roads are damn long and it's hard to find active resource runners so people might remain wounded for years. My character managed to trick two people into buildings and lock them inside, but then people couldn't get tricked with this tactic anymore. Eventually they broke in while he was sleeping and murdered him in cold blood.
Later one of the guards who had witnessed this event went insane and also started attacking people. He chose a target that was already wounded and managed to kill him. But since he was suicidal (apparently) he didn't care about survival although he might have been able to damage more people, instead he started skinning the corpse as far as I can remember and was soon killed.

and thats a pretty good summary. the guard didn't actually skin the victim though, he cleaved some of the meat off his calves and threw it at people, and was quickly killed. That was Captain John Rossendale, crosshair revealed it as his charrie and that rossendale was never very mentally stable. my character now has rossendale's crossbow. The person who was sniped was a guard visiting from quillanoi south, but nothing really ammounted to it. Both Quillanoi south and quillanoi proper are very inactive now, as to my experiences. any efforts to spur activity promptly end in failure. I'd say the main reason for its demise is the people centric spawning in favor of location spawning.
