The spawning algorithm is semi-random. It gives spawns relative to populations size and at a lower priority, tries to get new chars as far away from others as possible.
It takes two people at a location to generate spawns and such a low number almost always generates fairly few. If you were alone, then people did pass recently. There's some lag from assigning a possible location to the actual spawning, so they may be gone by that time.
We can't make a judgement about where it's safe to be spawned. Say that place was a frontier town and had the wish and means to protect newspawns. There's no direct human intervention in the process, as we frankly don't have the staff to do so even if we wished.
If that place is truly too dangerous, everyone is sure to be dead soon and no more spawns will come there. Basically your only chance in a situation like that is to keep walking until you either starve or find someplace safe. Historically there's been animals on roads as well, so you were dead either way. Now you're safe on the roads and have 20 days before you die of starvation.
I'm sorry you feel that way, but changing it isn't practically possible. It's actually a very good system if you're prepared to colonize a new island. Try spawning more chars before that one dies, or you risk getting one there again, since it's far from your others.
