technically your facts are a little skewed. the town was an origional part of the empire, and Ivy (who according to the emperor) was sent to keep watch over that area. however, when the soldiers left, she proclaimed the area out of the empire's jurisdiction and in fact an independent state. yada yada yada
Zanthos, you are correct some of the facts are skewed and you stated quite a few of them.
Ivy never met the emperor. She left her spawning place less than on day after she spawned. She arrive in Lad forest where there were 4 others. Eventually the forest grew into a happy, peaceful community that functioned quite well and independently one. May cantr decades later soldiers from the empire arrive and told the citizens the were under the empire rule. Ivy stated they were there own community and able to provide for themselves and did not require the help of the empire or anyone else. So what I want to know is how she was leading a band of rebels. The weapons were simple and by no means could have fought off an army. Why after decades of peace was the forest invaded and the peaceful citizens slaughtered or kicked out of their home. Those who lived in Sanctuary Woods, which the citizens renamed their home, only wanted peace.
Ivy did not tell Oberon that he could not build his temple. The citizens of Sanctuary Woods did. Since Ivy had inhabited the forest for the longest, she was deemed the voice of the people. She never went against the wishes of the majority and several times offered to let someone else be the voice.

As far as some were concerned, the land, whether used or not, was imperial territory. If you have a crossbow but don't use it for years you still get upset if someone tries to say its theirs, same with forests.

i specified that the information i had gotten about ivy was from Director Draco Xcbar, so blame crashblizz if anything there is incorrect ;p.
Personally oberon saw ivy as a peaceful citizen and trusted in her judgement, which is why he strove to get the populace to like him enough that they would let him build his temple, and he was making progress as well, Robbie officially endorsed him and people like Linda were either supportive or indifferent. Ledwan really had no reason to oppose it, which Oberon made him realize, so in all actuality the forest was beginning to become 50/50 (i think the main reason people said no was indeed becausy ivy said no though)

It's listing your own dead characters. And this chit chat about Ivy would be better done in the thread about her last moments...
So please, sorta move it there. A few comments about different dead chars listed is fine, but if you get into all the motives, it just hijacks the thread, and that's when it's better to move the deeper discussion into its own thread so people don't miss seeing things they want to see because it's covered under pages of motives for one character listed out of a hundred. And people won't forget what the thread is about... (Even though you can read the first post to find out.
