I think the whole process of "owning" resources on the ground is silly. If you're in charge, get a storage room.

If someone takes your resources (which stinks) ask for them back, but frankly, if you want to be sure you get your resources, don't try and finish other people's projects in the first place.

It's all so very silly.

Like I said earlier...

Not just abandoned projects get left on the ground. If your holding to much or if your doing a very large project that you can't hold your project will end up on the ground in which case I will do what ever I have to, to prove that it belongs to me because I did not do all that work for nothing. And I would fight until the death any stupid authority figure who choses not to except my form of proof.
