I'm not sure about other authoritarian regimes in Cantr, but for S.F., I think the comfort with how criminals are handled is partly due to the following things:

-rarely is death public. There are only two times that I can think of when someone was killed in the town square.
-the death rate for detained criminals is low (~5% for regular criminals, but ~80% for "magic users")
-freed criminals have their "good name" reinstated, by way of the leadership stating publicly that so and so will be coming outside when he or she wakes up, that he or she has been very cooperative and resolved the problem, and should no longer be considered criminal.
-An explaination usually accompanies bodies that are brought outside, whether they were killed or died from sleeping sickness, etc.
-companions of detainees are treated with sensitivity, which the public sees.
-the laws note says (said?) that people just have to be cooperative if they find themselves in trouble, so someone who can't get themselves out of trouble is generally viewed by the public to be an idiot or determined trouble-maker, rather than a "victim".
-residents themselves seem to feel safe from the regime, and only one resident has ever been put to death. (a magic user who was trying to blackmarket iron out of the Forest)

I don't hate Quill. I like it. I certainly wouldn't want all of my characters to be in a place like Quill, but I like having one there.

I have to admit I didn't read every single post. I also don't have the time to delve into all of the assumptions rife in the original post.

All I can say is that the original post is full of historical triumphalism, confusing inevitability with how things just happened to work out in _some_ places in the world. There are societies in various locations of the world where children are seperated at birth from their families and put in communal enviornments. This is increasingly true in America and other western societies. Where children are put in day-care centers from day-one and then on to school and part-time jobs. Is this bad or good, or have much to do with "democritization" I don't think so, its just change. Strong family ties lead to nepotism and feudalism more than democracy.
