Surprisingly enough, Samantha sided with Dartel because they are a couple (I think.) Tadgh and Goldenmoon are also Dartel's friends.
And it was a hawk I shot. So I dont think it was against the law; hawks had been attacking people. So the government isnt really corrupt. I would add more, but its too soon...
Actually a few days before after Richard returned someone else hit a hawk and was arrested for it. That is why Richard arrested Dartel after he attacked the hawk but Samantha said Dartel couldn't be arrested because he was her friend and a whole bunch of other shit. Plus, it is against the law to attack and kill the animals in Quillanoi for any reason but economic purposes. Samantha had a grudge against Richard already for catching her and arresting her for stealing potatoes but he dropped the charges against her after she gave back what was stolen. But over time she befriended the Quillanoi Guard and became a politician. So I really see Samantha (the character not the player

) as a corrupt politician.
And the Quillanoi Guard has always been that way. Have you ever seen an actual trial in Quillanoi? Have you ever seen anyone release from jail? Once you go into the Quillanoi prison there is no coming out alive unless you know someone on the Quillanoi Council or in the Quillanoi Guard. That is why they have to clean out the prisons every now and then. And the funny part is that they blame the prisoners for killing each other when it is either them killing them or they simply starve them to death.
I can truthfully say that more people have died in Quillanoi Prison than did Ladvicitavoi Prison and more people have left Ladvicitavoi Prison than Quillanoi Prison.
I also love that boring old Quillanoi democracy actually have levels to it that aren't so boring. Even with four characters in and out of Quillanoi I didn't even know about this level until Robert did his thing and got arrested. And noe recently with Richard I had a even more in depth look. Hell, my character, Easle Quathak, was president at one time and didn't even know this stuff was happening behind his back.
