When full-scale taxing is introduced across all towns in all continents, we'll see some serious progress. Governments and leaders will have the ability to pay for more desperately-needed things such as jails, safehouses, an armoury with weapons, a Town Guard, etcetera.. Eventually criminal activity will be pushed off continents and criminals will reside in the waters and the small islands and unexplored lands. That should prove to be interesting.

There's a certain coastal town that's got coal with drills, but visitors are forbiden from gathering anything exept pineaples and papayas, which they can later trade for the coal (using best-tool-gathering-rate for pines/paps vs bare-hand-gathering-rate for coal...
)

I doubt that anyone bothers to keep a strict account of what is community income and what is the personal income of the community leader. Most leaders I've seen give their lives to their community, though I'm sure there are a few profiteers out there. A town with taxes tends to have a lot of vehicles and buildings with its name on it.
I haven't seen a vehicle-building tax. Most taxes are either for using a machine or collecting a scarce resource.
The lottery idea is interesting. That would be a lot of fun. You could also do raffles and service auctions.

That's a matter of geography more than anything else. It's the only town with hematite for a very long distance that has sea access. Since boats are generally easier for people to build than motorized vehicles it attracts people even from the other side of the island in some cases. Hematite is despearately needed almost everywhere. Infact I haven't been anywhere yet where it was free to collect non-taxed. Hematite seems to bring out protectionism in the community that controls the resource more than any other.

Be polite and well liked. Set a reasonable tax level. Inform people about the tax in person and trust them to do what's right and pay up. That way you'll have something without much work.
