I think you should be able to use rope to build a Coil of Rope either on your ship or in a town, and then people can use that to tie down a ship to keep it from undocking. Tieing down would give a message to everyone in the area but be fast, either instantaneus or just like an hour, and untieing the rope would also give a message and take one day.
This would be good if you needed to leave a boat open for some reason, like so people could work on projects there, or if you were waiting for all your crew members to get on board.
Also if a town knew someone was a pirate, or was just suspicious of them and didn't want them to be able to leave right away someone could tie their ship down so the guards would have a chance to wake up and do something about them. And if a town captured a ship from a boat thief, they wouldn't have to have a heavily armed person sit on it every single second while the old lock gets destroyed and replaced. (This might help boat thieves hang on to their boats too, but not as much sense they're mostly newspawns who won't have rope, and even if they did it would still be suspicious that they didn't have a key, and on top of if they'd be stuck there an entire day.)
Also I think you should be able to tie dinghies to a bigger boat, though I can't think of as many ways that that would be useful. You might be able to temporarily lock people up in one to keep them from messing with controls, that might be good for pirates or just regular people who happen to have a crazy person on board.

I like this idea, I can make a few coils of rope, head to a coastal town, tie up all the ships, then high tail it out of there!!
Pirates could tie up all the boats to keep from being followed.
Or there could be slave catchers, tie some one up, trag them on board, take them to some remote island, make them work for food.
