Notification of all project completion is to much of an overhead

This event kinda had it's plus sides but it would've had to been connected with an awareness system (minor things would be missed if the observer is concentrating on something) or an observing option (you would only seen projects completing for a person you have actively decided to keep an eye on). But since it was already rejected, I won't be writing very lenghtly things here.
