I'd say boots. After all, you don't need shoes when you're wearing those, but it's not strange to wear pants underneath them. Also it doesn't seem like a bad idea to call them just "waders". It seems strange to attach an activity to an item of clothing. Then again, it might help people imagine what they look like.

Also, why does a tank top use more cloth than a shirt? Shouldn't a tank top be a cheaper version of a shirt?

I also said boots but Greek said pants would make more sense, because if you wear other pants beneath them, they shouldn't be visible. I don't have a strong opinion about it.

Tank tops - Cantr logic? I think it's because they're hip length while the shirt is waist length.

At least you can wear pants underneath them. I don't think you're supposed to wear boots in waders, are you?

The way I rewrote the description, they include boots joined together with the trouser part. You might be able to wear slippers beneath them but definitely not other boots or bulky sneakers. But the point is that even if you did wear pants beneath them, they wouldn't be visible. Then again, socks are also visible IG even if a person is wearing boots, so people just have to use logical thinking to figure out what's visible and what's not.

Either way it's a little illogical, but I suppose it's most logical to have them as boots since you can't really wear any underneath, unlike pants.

That hemp hoodie looks like something I'm going to go buy IRL after I make my char one.

And I vote waders are boots. Remember that suggestion (I think I made, it may have been a comment on somebody elses) that we should be able to manually hide/unhide clothing?

For waders, I'd vote boots because you can still wear pants under them.
