You just have to be more careful with important notes.

Every option can be abused by people that wish to do it.
When thinking about databases and such though...
Either way, one of my characters lives in a town where there used to be several active players that all died in a short span of time, resulting in heaps of notes laying about that have no use at all. Several are non-editable as well, yet go back on things that are no longer important. I don't see why it shouldn't be possible to destroy notes, even non-editable. Make it an activity that lasts a few days and can be stopped?
