Third time actually.

Here is my simple suggestion.

- IF the vehicle has a vehicle lock, the engine fuel can only be touched by the person with the key. (Error: You do not have the vehicle key to access the fuel)

- IF it is unlocked, the fuel can be taken/added to by anyone.

- If it is lockless, the fuel can be taken/added to by anyone.

Implemented as follows:

If the vehicle is locked, you can only access the fuel with the corresponding key.

If the vehicle is unlocked anyone can access the fuel.
