Took some thinking, but I believe I have the solution. I thought it could not be done at first, but hey...didn't I say I like to nuke things.

Ok. Here is another while we wait.
Form words that Start and Finish with the same letter. For example _OAS_ becomes TOAST when a T is placed at the beginning and the end of that set of letters. Use a different letter for each set.

Sparkle. In your reply to the river question, why does the cop and thief go over, then the cop ends up taking the thief back anyway?
