Can these projects not be cancelled if only a part of the coins has been added?

The reason they can't be cancelled is the project doesn't keep track of which coins were put into it, so if it were to return coins, they would go blank and couldn't be stamped again, so it could be used as an instant mean of blanking coins. Now who would that benefit is another matter.
