Can't put on two of the same jewelry?

Can't put on two of the same jewelry?
One of my characters is trying to put on two gold coin anklets, one on each ankle obviously. But every time I click to put it on, it will take me to the character page as per usual, but it will only show one anklet. Then I'll go back to the inventory page, and it will still be there. Surely this shouldn't happen, because I've seen characters with say, 6 silver rings or something. Could I have some help or an explanation?

But that still makes no sense, so you can't have an anklet on each ankle? O.o Great, gold wasted.
