We have build this machinery but it seems to have no function, is this a bug of...

The resource department has not added a use for it yet.
I know they have a plan for it's use.
I will ask them.

It has a purpose assigned on the database, defintely there. It should be seen, as it was a simple case of nothing being assigned before

it's part of a larger project.

You're getting ahead of yourself, Orion. As Solfius said, the Resource Department is building up to the changes so not everything is in place yet. And alot of your questions will have to be answered by experimenting and playing around as soon as all the changes are implemented. :wink:
