Re: Note overhaul
Can a GM see the last time a note was viewed? Perhaps you could delete a batch of notes that hasn't been viewed for X years.

And then you have one of my characters that goes into the dump in search of a few old gems and inevitably finds a few...

One man's trash is another treasure.
What if someone in game wanted to make an exhibit of various forms of prisoner notes? I could happen, and it should be allowed to happen. On the other side, it feels much more special to find a precious note if you know that they are indestructible.
In my opinion the fairest form of note deletion is if the act of shredding documents takes time. Trolls most likely won't take the time to abuse it, and people who really care about it will make use of it.

Re: Note overhaul
If shredding uneditable notes would take time, shouldn't making one take some time either?

Re: Note overhaul
By our RL logic, sure. But that wouldn't really serve to solve a problem in game right now, at least not in my opinion.

Re: Note overhaul
I disagree. I think there is a glut of worthless uneditable notes, possibly made by people that didn't know what that meant. I'd be in favor of some kind of "note permanence" project.

Re: Note overhaul
So, does anyone have any problems with the rest of Doug's suggestion? Maybe that one contentious issue should be seperated out. It feels like we do this over an over again, a great idea with consensus on 90% gets held up because of disagreement on the final 10%, which doesn't even need to be implemented at the same time.

I'm happy with it. I'm excited by it. I can't wait to see the results.
