It is true that people use skill levels in RP. Especially with combat skills. I've also seen plenty businesses, military etc. which require a minimum level of skill in the relevant area for employment. I don't agree that they are meaningless. Sure my char may be only 0.1% off an skilful level and be just about as effective but nobody else around him can see that.
