It's not an April Fools prank. He's allowed to file this under the legal process, and the Attorney General is legally bound to allow the process to continue even though such a measure is un-Constitutional. He is then allowed to gather the roughly 365,000 signatures of registered voters needed in order for this to become a ballot measure.

Completely messed up, but 100% in keeping with the legal process. :roll:
