question about UI: item description and player language

If an item has a default description, and the one who makes it does NOT customize it, which language is the description in? The language of the one who makes it, or the language of the one who sees it? And I believe, that in either case, it defaults to English when a translation is not yet available?

At least for clothes, it's in the language of who ever is currently watching it. And yes, it defaults to English if a translation has not been written.
