I think tide is just something people say instead of saying 'sailing tick' There's no mechanic to support it. Ships move in the same way vehicles do and we don't say "land tide" We can easily assume that vehicles stay in motion during travel. If you look at the location page while traveling next to someone on a road, it will say if they are moving in your direction and if they are traveling your speed. This suggests you are in motion, even if it doesn't appear so on the map. You can apply the same logic to sea travel.

ETA: Not to mention tides don't usually push things around in 360 degree directions. Those would have to be some crazy tides. (Also ships don't rely on tides for movement. That's what sails are for ;) )
