That means you have to drink it out of a cup to get drunk, basically. I did not know that!

It's sort of the opposite. There are base heal and intoxication rates for alcohols. The intoxication rated is magnified by ten if the alcohol is consumed from a vessel. I believe the reason is that people could use alcohol to heal without being forced to also get drunk.

Confusion about this led to lots of people passing out drunk during one of the day 5000 festivals. Intoxication had just been implemented.

There was an announcement about it that explained the mechanics, but if you're new or you just weren't paying attention then yeah it could take you be surprise. What's even more confusing is that not every container can be used to increase drunkenness. I've tried using wooden spoons like shot glasses (before shot glasses were implemented) and you don't get the same effect.
