How long to get "approved"?

I don't follow exactly.
The way I understand it is, if you're logged in in any way the clock is ticking so if I'm in one of my characters at a location and not saying anything the clock is ticking right?
So a better way is to log out and then check in every few minutes to see what's changed?

i find if you just close the window you don't use any minutes past the last click you made before. so you can read long notes and then just close the cantr window with no worries. it's also a diabolical trick for checking the characters page to see if anything happened while using up virtually zero time since the last action you made was to log in.

No. Here's how I do it. And frankly, it's very handy.
First of all--Cantr login screen is my home page. When done reading a note, I can just click my home button.
Second of all (this is my most frequent way). On IE, you can have an optional links bar under your address bar. I have a link to the Cantr login screen on there. It's very handy. And, doesn't waste any minutes when there's lag waiting to log out.
